The Table Rate shipping module covers this scenario well, using amount-based calculation and setting zero cost for an Order Total of $0.00, or using weight-based calculation and setting the weight of the free items to 0. However, you might be using a different system such as USPS (United States Postal Service), and might prefer to hide that information for this type of customer, showing only the following Free Postage module.
