One of the most powerful additions to the new version of Joomla! is the Access Control List system or ACL. The ACL is broken down into three key areas as follows:
Global Configuration: It controls ACL system wide. Permissions flow from here to other ACL systems.
Category ACL: This controls the Categories in Joomla! 1.6. It receives its top permissions from the Global Configuration. Permissions flow down within the categories to lower categories.
Article ACL: This receives inherited permission from the Category ACL. It only affects the individual articles it is used on.

You can easily lock out super user access to your site if you incorrectly set permissions in the Global Configuration ACL.
