Spreadsheets are very much a tool used in a siloed approach to management. Each spreadsheet user is his own silo and the spreadsheet is just another tool witin that silo. The only way to get information from one silo to the next is for the requestor to ask for the information and the spreadsheet creator to take a snapshot of the spreadsheet (typically PDF), and give it to him. This information is good for a very short time frame if he gets it in a timely matter. As soon as the creator creates that PDF or snapshot of the spreadsheet, there are two documents with the same information. As soon as the creator continues to manipulate the information on the spreadsheet, the PDF is outdated and potentially quite wrong; two copies of the truth, which really is not the truth.
Another scenario is when the creator decides to e-mail his creation to multiple parties for review. The filename might look like the following:

He sends it to five people...
