If you are using JIRA in a multilingual environment, or if English is not the native language spoken in your country, you would want to internationalize your JIRA so users speaking different languages will be able to feel right at home.
In this recipe, we will make Simplified Chinese the default language for our JIRA instance.
For this recipe, we need to have the JIRA Chinese Simplified language pack add-on installed. You can download it from the following link and install it with the Universal Plugin Manager:

Once you have downloaded and installed the Chinese Simplified language pack, proceed with the following steps to make it available to users by default:
Navigate to Administration | System | General Configuration.
Click on the Edit Settings button.
Select the Chinese Simplified language pack from the Default language list.
Click on Update to apply changes...
