A premium has been placed on reducing the complexities of a Cloud Foundry installation when it comes to PCF Dev. PCF Dev starts as a cf CLI plug-in that is downloaded from PivNet that extends the capability of the cf CLI that was previously installed on your system. The 10-20 minutes separating you from your first local cf push is highly dependent on the speed of your internet connection, because the first time PCF Dev is started, it will download a 4 GB virtual appliance that installs as a 20 GB virtual image into the VirtualBox application running on the local machine.
