In addition to the Group Policy Management Editor, which is used in the domain controller, there is also the Local Group Policy Editor, another Microsoft Management Console (MMC) snap-in that enables you to manage GPO settings on a local computer. With the Local Group Policy Editor, a system admin can configure local GPOs by enabling or disabling configurable settings in Local Group Policy at the user and computer level. Unlike the GPM console, which becomes available once you have installed Active Directory Domain Services (AD DS) on the server and set up a domain controller, by default, the Local Group Policy Editor can be found in Windows Server 2019.
