The biggest issue with spreadsheets is the lack of accountability. As stated previously, one of the reasons that spreadsheets are so popular is "I can make it look exactly the way I want." As a manager, that phrase would scare the daylights out of me. Managers should not want a report where the creator has manipulated the data to say whatever he wants it to say. The argument is always brought up that you can lock down cells so this won't happen. Well, if you can lock down cells, you can also unlock those cells. You can save it as a new file and then have full access to the file. The controller of the spreadsheet is the king of that spreadsheet and can manipulate anything he wants. Why force the spreadsheet to do things that other tools are much better suited? Think about all the modules in PCM and then create a spreadsheet for each one with all the locks and programming you would need and then try to link all these spreadsheets together; you see the picture.
