In fact, 300 PPI pictures can be very large in size. An A4 CMYK 300 PPI TIF is at least 30MB. If you need to create a hundred pages document, you'll need 3GB of RAM only to display the pictures. To save memory, Scribus doesn't display a picture at its best quality. On some photos you won't see the difference but some others will really become ugly. If you're sure that your image is better than how Scribus shows it, try to change the display setting by right-clicking on the frame and choosing Preview Settings | Full Resolution. On the contrary, if you're not so sure of yourself that you do need to see the result, you can choose Low Resolution or even disable images by deselecting Image Visible.
