A successful implementation depends on a well thought out and tested design. The implementation phase should begin after the design and pilot cycles. After the initial design, the pilot can expose flaws that require changes in the design, and then, the pilot should prove out the changes. Only after the cycle is complete, the project should move to the implementation phase.
