App Controller (SCAC) is a replacement of the VMM Self-Service Portal. However, it is far from being just a replacement. It enables integration and management of VMM 2012 and Windows Azure services, meaning that it enables you to manage private and public clouds all together in a single console. You can, for example, upload Windows Azure configuration files, package files, and virtual hard drives from on-premises Hyper-V machines to Windows Azure.
