In 2012, some people created the Responsive Images Community Group in W3C Community and Business Groups (http://www.w3.org/community/respimg/) to create a proposal that adds new elements and attributes to the HTM5 specification. The intention of the proposal was to enable different sources of images, based on the browser and its display characteristics. An example of the <picture>

As of now, it doesn't seem likely that this will become a part of HTML5 any time soon.
