Block & Stack Permissions
and click on the first entry in the list.Click on Add Blocks to display the groups allowed to add new blocks.
Switch to the second tab Details.
Next to Editors, change the value to Custom.
Select the blocks you want the editors to use and confirm the change by clicking on Save.
