Global Service Monitor (GSM) is a cloud-based service that allows SCOM to monitor your externally facing websites from various locations around the world. SCOM uploads the configuration of the tests to the GSM service and then polls for availability and performance information. This allows SCOM to get an overall view of the availability and performance of a website from various geographies and allows SCOM to highlight external network problems that would not otherwise be apparent.
