The open PaaS, www.cloudfoundry.com, has been recently updated to Version 2.0. It is still in the beta phase and is incomplete, but the definitive release shouldn't be too far off.
One of the most interesting features to use is a local virtual machine with Cloud Foundry v2.0.
Using this feature, the software development is done very quickly because you can work, test, and deploy your application locally in your lab without waiting for uploads. You will need the following software:
Ruby and RubyGems (See http://docs.cloudfoundry.com/docs/common/install_ruby.html for installation details)
Java 1.6+
Apache Maven
Spring Framework (we suggest that you use the Spring Tool suite)
