The mod_cluster is an HTTP-based load balancer, which, like mod_jk, can be used to forward requests to a set of application server instances. There are several advantages of using mod_cluster over mod_jk or mod_proxy:

When using a standard load balancer, such as mod_jk, you have to provide a static list of nodes that are used to spread load. This process is inconvenient, especially if you want to dynamically add or remove nodes depending on the amount of traffic around your application.
