Establishing consensus within an organization about the attacker profile for the system being secured is one of the most important yet often least discussed topics. A well-defined attacker profile influences how threats are assessed and the level of cybersecurity rigor required to address them. However, without consensus, organizations can waste time and resources debating which threats to consider and how much security to implement.
On one end of the spectrum, some organizations treat cybersecurity as a checkbox exercise, doing the bare minimum to satisfy compliance requirements. In such organizations, the attacker profile is rarely documented, and engineers often provide varying responses when asked who their systems should be resilient against, ranging from script kiddies to advanced threat actors. Without even a concept of an attacker profile, developers often rely on gut feelings regarding which attacks to consider and which ones to ignore.
