Themes are similar to Moodle's roles insofar as they are assigned to different contexts such as site, user, course, and category, and can often be set at any of these levels. So, Moodle can be customized to have a different course or category theme than its site theme.

Site themes are site-wide themes that only the Moodle administrator can choose. They are available at Administration | Themes | Theme Selector. |
User themes |
User themes can be set via the Theme settings page. If the allowuserthemes capability is enabled, a user or student can choose his/her own theme, which will be used instead of the site theme (unless a specific course theme is set by the instructor). The allowuserthemes capability is set by clicking on the Allow user themes checkbox at Site Administration | Themes | Theme settings.
