Planning and Configuring Self-Service Site Collections

By default, only administrators can create site collections (through either Central Administration or PowerShell). Depending on your organizational needs, this may be desirable. For organizations that require maintaining tight governance and control over how content is managed, this method may work. Some organizations, however, may benefit from allowing more dynamic provisioning of resources (such as with short-term or informal projects).
