SQL Developer is marketed as a tool for database developers who spend the bulk of their daily tasks writing and working with SQL and PL/SQL code, while Oracle Enterprise Manager is the tool of choice for the Database Administrator. Often seen as the domain of the DBA, "tuning" is a vast topic and ranges from tuning the database, right down to tuning SQL statements. It is the area of writing and tuning SQL statements that we'll be looking at in this chapter. While it is true that the DBA can focus on tuning the database server, and does indeed also tune SQL statements, developers should not write code and then "throw it over the wall" for the DBA to tune. Anyone who writes SQL or PL/SQL should be aware of the performance implications of the code they're writing.
