Planner in Teams

To use Microsoft Planner, you will need an Office 365 subscription (Microsoft 365 Business or Office 365 E1, E3, E5, F1, or F3) with the Microsoft Planner license enabled. For you to be able to create plans from outside of Microsoft Teams, you will need to be enabled for Office 365 group creation. If you wish to create a plan inside of an existing Team, you don't need to have group creation permissions.

Azure Active Directory Group Creation Management

If your organization has implemented a more restrictive permissions model for Azure AD Groups, you may need to have an administrator create your Team first.
